Jenkins also said the county revamped its Ryan White office, which oversees spending of millions in funding for people with AIDS or HIV,  after federal inspectors said in a report last year that staffers' incompetence hurt the program.  The office's leaders now have weekly meetings to keep Jenkins apprised of their work.
